Being aware of the increased risks of the global endangering of human health and ecological sustainability of all forms of life on earth as well as human right to healthy life which results from international conventions, regulations and recommendations, associations of citizens whose activities are based on protection and improvement of natural heritage and evironment adopted in Bihac on 24th August 2000: Declaration On Protection of Water in the Watershed Area of the Rivers of Una and Sana We, citizens of Una Sana Canton who have recognized the enormous importance of the preservation of natural laws, and provoked by the continuous destruction of fundamental ethical, bioethical and other values, are demanding and proclaiming the following: -All citizens of Una Sana Canton should finally realize that they have inherited unique natural beauties of the Una and Sana Rivers and they are obliged to preserve this inheritance for the future generations. -Responsibility for endangering of natural environment is single, and bad habits are the picture and shame of all of us. -We all are obliged to ourselves, and for the sake of future generations and preservation of clean water, to be ecological policemen of rivers and their banks, to observe, warn and ecologically educate all who with their actions contribute to the endangering of clean living environment. As ethics and law are closely connected, it is no possible to disobey the law and to be moral at the same time. Consequently, bad, elastic and not precisely defined legal regulations leave space for justification of single and common lack of morals, carelessness and absence of culture in our relation towards nature. Therefore, WE, the citizens of Una Sana Canton, are requesting institutions in charge and legislative authorities the following: 1. To use their authority to initiate the registration of the Una River in the UNESCO World Heritage. 2. To by stringed measures prevent and sanction every further destruction of the natural waterways of the Una and Sana Rivers. 3. To be necessary physical planning documents and other documents designate, and based on scientific facts, direct, and in the right way determine conditions for the construction of tourist settlements, camps, holiday resorts by the rivers and in this sense to regulate behaviour and use conditions in those special areas. 4. To ban establishment and construction of hydroelectric power plants and facilities of potential water plooutants especially in the immediate vicinity of riverbanks and to regulate special conditions for the control of all pollutants. 5. To within town planning and technical documentation, conditions and laws, regulate measures by which the natural outlook of riverbanks would be preserved and thereby the rivers would remain within the park of nature as its intact part. 6. To introduce Ecology as regular subject in the process of primary and secondary education. 7. To initiate coordination of existing regulations and adoption of the new ones with international and European conventions and standards. This declaration is also an appeal to the citizens of Una Sana Canton to support the initiative for the registration of the Una River in the UNESCO World Heritage by their personal contribution in preserving ecologically healthy and clean water in the watershed area of the Una and Sana Rivers. Thus, the authors of the DECLARATION ON PROTECTION OF WATER IN THE WATERSHED AREA OF THE RIVERS OF UNA AND SANA, who are: the Association "Una Emeralds", Associations of Sport Fishermen of USC, the Association of Bioethics, Ecologz and Globalisation of Life, the Association of Citezens and Agronomist of USC "AGRA", and Ecological Associations of Bosanska Krupa, Sanski Most and other municipalities of USC, whose main activities are based on safeguarding and improvement of natural heritage and environment, send the word that it is still not too late to prevent disaster and to take off from ourselves the curse of negligence and absence of love for the present and all future generations and for the way the children of "Una Emeralds" work. |
